Potential fraud within the German military
Allegation:
- Procurement fraud between a private firm in Germany (firm) and the German Bundesamt für Infrastruktur, Umweltschutz und Dienstleistungen der Bundeswehr (BAIUDBw).
- The BAIUDBw is a governmental subsidiary within the German Department of Defense and responsible for all matters concerning infrastructure, environmental protection and internal/external services and the corresponding contracts.
- Before the contract the firm had operated since 2008 three Antonov PZL Mielec AN-28 aircraft illegally in Europe, mainly for parachuting events until due to the German Luftfahrtbundesamt (Federal Office of Civil Aeronautics) by an official directive the aircrafts were grounded on April 25, 2014.
- Reason for the grounding were the use of falsified russian identification markings for restricted governmental use.
- These aircrafts were the AN-28 RA-2092K (RF-00308) with serial number 1 AJ001-04, the AN-28 RA-3560K with serial number 1 AJ001-14 and the AN-28 RA-28809 with serial number 1 AJ002-07.
- One example for operations ot the RA-28809 is the take-off with 23 people on-board on August 2, 2012 from Yverdon-les-Bains airport (LSGY). See the video on Youtube:

"Testing" with the German military

Funny fact: the illegal RF-00308 was tested by the Wehrtechnischen Dienststelle 61 für Luftfahrzeuge und Luftfahrtgerät der Bundeswehr (WTD 61), German Military Test Center for Aircrafts and Operations of Aircrafts located at Manching, Bavaria.
The smart guys at Manching did not scrutinize an aircraft with Russian identification plates and tested it?
As a CPA and CFE I am always fighting against fraud. And after working on fraud cases in the US, in Europe and in China I gained valuable experiences.
Therefore I notified the German DoD and people from the Bundeswehr about this allegedly multi-million Euro fraud.What did they do?
Nor did they investigate nor did they scrutinize the given facts. In the end, in my opinion, the states attorney was influenced and did not even ask the DoD for forged documents I referred to.
